SALAMANCA, EspaƱa (AP)
Presidents from 22 countries in Europe and Latin America have agreed on encouraging "Open Borders Immigration Policies" programs to cancel International Debt with Educational Services.
This was the result of the "XV Cumbre Iberoamericana" (XV Iberoamerican Conference) which took place in Spain the last month of October, 2005.
In addition, these countries have commited between each other to develop policies in order to encourage and facilitate temporal immigration processes related with the working market and training purposes so that immigrants can return to their country of origin having developed themselves.
The main goal of the next Convention is to convince all majority creditors of the debt to accept and exchange it for Education and Social Security Investments. This will make possible the utopian dream of letting all Latin-Americans develop and acquire possibilities of progressing along with the possibility of overcoming the poverty and improve social conditions.
The countries are willing to contribute to a Fund to stimulate production, professional training and high quality Cultural TV programs.
In Spain an Iberoamerican Agreement will be developed in order to guarantee all immigrants and their families their social security rights when they leave their country. |
